Senate filibusters are just unlimited debate on an issue, designed to waste so much time that the other side will withdraw the proposed bill and go on to other matters. This is important for the Democrats (the same party as the new president, Barack Obama), because they want to help Obama to make changes that he said he would make when he ran for the presidency.

It sounds like a little rhyming phrase that a child would use when victorious in a game or contest. Here, the Democrats win a victory by getting a possible 60th vote. The person who wrote the story is happy for the victory, so he / she writes the silly phrase, "Winner winner chicken dinner."
