The subject phrase is a comment made by a reader of the news below. What did he mean?

Senator Arlen Specter of Pennsylvania said on Tuesday he would switch to the Democratic party, presenting Democrats with a possible 60th vote and the power to break Senate filibusters as they try to advance the Obama administration’s new agenda.

On Tuesday, Arlen Specter, a Republican Senator from the State of Pennsylvania, said he was going to leave the Republican Party and join the Democratic party. This change of parties would give the Democrats an even bigger majority in the Senate, and possibly the 60 votes (of 100 Senators) needed to defeat filibusters. Senate filibusters are just unlimited debate on an issue, designed to waste so much time that the other side will withdraw the proposed bill and go on to other matters. This is important for the Democrats (the same party as the new president, Barack Obama), because they want to help Obama to make changes that he said he would make when he ran for the presidency.

It sounds like a little rhyming phrase that a child would use when victorious in a game or contest. Here, the Democrats win a victory by getting a possible 60th vote. The person who wrote the story is happy for the victory, so he / she writes the silly phrase, "Winner winner chicken dinner."
