It means, "It's too bad that you are not able to come out here for a vacation."
To be able to make it means to be able to do something or to get somewhere.
I wanted to go to the concert, but my car broke down and I couldn't make it.

If you think of the sentence as saying:
'It is too bad that you are not able to come here for a vacation'
This may help you to get an understanding of the phrase 'make it out here'. I may be wrong but the phrase is generally used in North American English... I have certainly never heard it used here in the UK.
