The following is excerpted from www.npr.org.

Currently, there�s no vaccine for humans that prevents swine flu, though scientists are working on one. But there is a vaccine for some forms of swine flu in pigs.

[color=red]Which[/color] suggests one more precaution particular to this outbreak: Avoid unnecessary contact with live pigs. (It�s safe to eat pork, but not pet a pig.)

What does "Which" mean here? What is its grammatical function? Is it a relative pronoun or a interrogative pronoun?

Which refers to the two preceding sentences... You could rewrite it like this:
Because there is no vaccine for humans that prevents swine flu, but there is one that prevents it in pigs, it may be a good idea to avoid contact with live pigs. (It's safe to eat pork, but not to pet a pig.)
