These are informal ways to suggest something to someone, asking what the person thinks about the idea. Sometimes shortened to "What say . . . ." Some examples:
What do you say we drive to Phoenix instead of flying?
What say we get ice cream and sit in the park?
What do you say if we sell the car and buy a tandem?
