A. mark B. celebrate

In my dictionary, one of entries about mark is "to celebrate".

So my question is whether the two words can be replaceable in this case.

Yes. In your example, mark, or celebrate can be used equally well. Celebrate is normally used for happy occasions, so you would not use it to mark (or commemorate) something like a death or disaster.
