Q1: Can we use during instead?

No, I wouldn't. Use in.

Yes, some. We typically use during when we are talking about a certain period of time. For example:
What did you do during the holidays?
I talked to Jane during lunch.
There will be no talking during the test.
Someone's free time is not a certain period of time. We normally use in here.
