English is an adjective meaning 'relating to England', and it's also a noun referring to a language (which originated in England, but is now the main language in many countries). An 'English education' can mean an education in the language (learning English), or it can mean the kind of general education you'd get in England (like going to school in England). An 'Education in English' can only mean an education in that subject (learning the English language).

If Quemoyan means 'relating to Quemoy', then 'Quemoyan education' can mean the kind of education you'd get in a school in Quemoy. As far as I know though, Quemoyan isn't a language, so 'education in Quemoyan' wouldn't make sense. (If it is a language though, everything I said about English in the first paragraph will work for 'Quemoyan'!)
