You would use #1 to follow something already mentioned.
If, for example, you were talking about having to wear school uniforms, you might justify it as in example #1.
Wearing school uniform is compulsory. It is a start to having to conform...etc...
Your #2 sentence doesn't sound quite right to me.
It is not grammatically incorrect, but it seems to need some sort of context... for example
It is a start to your re-admission to society to have to conform even if you don't want to...etc... |
