Does the last sentence mean that she knows people will do it.

When you’re about to give someone a bad review, they pretty much know it. They might not know they know it, but they know it. Do I always start out with a positive? Yeah. But if there isn’t any positive, I’m not going to try to find it if there isn’t anything. I will always give them my point of view and my side, and I will always keep the door open to hear their side, and I will always end with, “Here’s what you have to do to correct it.”

Confrontation — meaning, “You didn’t do a good job. That presentation was bad. It didn’t work, and here’s why it didn’t work” — is so much better than walking away from a sales call saying, “Great. Got to get back to the office, O.K.?” It’s better for everyone and I’ve never understood why people won’t do it.

She thinks it's better for all concerned to confront people about their poor work.
She does not understand why people don't do it.

PugachevV:
Thank you. One more question. Is the "sales call" here her visit to the sales staff? I can not understand her statement in a quotation mark there .

No... It means that she (as a manager) is accompanying a sales person while he makes a call on a client. If the sales person does a poor job of selling the product, she thinks it is better to tell him so, rather than just make no comment and return to the office.
I agree. My brother is a sales manager. He says that if his sales people are doing a poor job it makes him look bad and the company's bottom line suffers.
If you are a senior sales guy, you need to be honest with your people, then they can improve their technique.
