I'm not clear about the meaning of "funding from..." here.
"Who applied for funding from ACC Health Institute?"
Could you explain this sentence to me?

If this is the complete sentence (and I have no way of knowing), then it is asking for the identity of the person or group that formally requested money from the ACC Health Institute. Funding is money to support some activity, and applied for basically means formally requested.
