Not a single grammar rule is being blatantly violated...yet it makes absolutely no sense whatsoever.
The writer used the passive voice (probably without even knowing it), which makes it sound like someone is going to offer the ceremony something. How can you offer a ceremony something? Plus, using the makes it sound like the concert has already been mentioned and so the reader already knows exactly what concert is being referred to. There is no such context present, nor is it likely present anywhere else.
Trust me, Sabrina, you don't have to violate any grammar rules to form sentences that are utter nonsense.
I would be willing to bet you a substantial sum of money that the intended meaning is as follows:
The ceremony will offer a complimentary dinner buffet and a live concert.
Using either feature or include in place of offer would be fine, too.
