(3)He deliberates whether to accept the new job.
(4)He deliberates on whether to accept the new job.

Are all the sentences correct?
Are 'deliberate' and 'deliberate on' has the same meaning?

Dear b7lake, I can't remember anyone using the verb 'deliberate' without following it with 'on'. So, I recommend always using 'on' after deliberate. 'Deliberate' is also an adjective, like 'He is deliberate in his decision-making.' ok? -- Eric
