We could answer this more easily if you copied the whole paragraph for context.
It might mean that somebody (unnamed) gets in the cars and backs them up, drives them in reverse to some other location.
It might mean that there is a traffic jam, and there are lines of cars backed up a long distance from the front of the line.
It might mean something else. If you want to give us the whole paragraph, let's see that.
