In a chat room sb claimed to be a student but in reality he was a manager.

This person wasn`t what/who he claimed to be.

Is `whator `whocorrect? or both?

You can use either, depending on what you are trying to say.

Joe has been living here for 5 years. He says he is a rocket scientist, but really he is a bank robber. He is not what he claims to be.

John has been living here for 5 years. He says he is John Lennon, the singer, but really he is Ralph Smith. He is not who he claims to be.
