I am starting to read Harry Potter but it have a problem about vocabulary.
Do I should to take note it's meaning? or
Just open for meaning but do not take any note

which way effective.

Write down every word you don't understand.
Look up the meaning.
Learn them by heart.

Hi chai3720,

Don't know your location or native language, but I have recently seen Harry Potter books available which are specifically designed for English language learners. This means that you get the story, but with additional notes giving you an explanation of difficult words, and sometimes a translation into your native language (the editions I saw were for Japanese, Spanish & French, but there may be other versions available, you can always check your local library).
