(1) I wish there weren't any guns in the world.
(2) I wish there hadn't been any guns in the world.
I know that (1) is right, but can you say (2) in English?

Yes. You can say, "I wish there hadn't been any guns in the world."
It refers to a time in the past that is over, so you should qualify it by saying what time you mean.
e.g. I wish there hadn't been any guns in the world in 1941 |
