Jack has been a volunteer for the New Orleans' City Park. He clears a little more of the City Park and brings a little more of New Orleans back to life.
But does Jack keep his parents' lawn looking great, too. "No Way," says his father Patrick.
Guess no one says charity ends at home, though Patrick says that all things considered, he doesn't mind picking up the work.
Can you paraphrase the underlined sentence?

There is a saying: "Charity begins at home".
It means you should look after your own family before you help anybody else.
The meaning of the sentence you have underlined is a little unclear, but the writer is probably trying to say that Jack is doing exactly the opposite of the saying by doing charity work for the city, but not his parents.
His father (Patrick) says he doesn't mind having to do it himself. |
