I saw "health food" and "healthy food' at the same time.

What is the difference between the two phrases?

Health is a person's physical or mental condition.
Healthy means: in good health, not ill or diseased, or indicating or promoting good health.

So, although you find many "Health Food Stores" selling food that is supposed to promote good health . Healthy Food Stores would be better English.
