Is the grammar of the following sentence correct, especially "messengers swift passage"?
-------- the following ------------
The Spa Inca was able to exert his influence over the region, since there was a highly-developed road network that enabled messengers swift passage to the far-flung reaches of the kingdom.

Actually there should be an apostrophe:
messengers' quick passage
We're talking about messengers in general (plural), and it needs to be possessive because we're talking about something associated with them (their swift passage, their ability to move around the country quickly).
