I don't think Tom can come up with a solution to the problem, however long he spend discussing it.
(2)

I know that (1) is right, but may I use (2)=to discuss?

Please use the present continuous tense and not the infinitive.
Like so:
"I don't think Tom can come up with a solution to the problem, however long he spendS discussING it."
