In light of the current USA situation, what does 'fumble' below mean?

Fumbling is where you almost drop something, or otherwise handle something awkwardly (ever fumbled in the dark, groping for the light switch and bumping into objects?). I think in this case though it's an American football reference - if you fumble the ball you drop it (drop the ball is another metaphor) and you lose possession. It's basically making a bad move and ruining things, especially when other people are relying on you.
