I can't unerstand the meaning of "proper" in the following sentence. I will appreciate the explanation. Thank you.

Nearing the periphery of the city proper, a middle class residential zone for more established municipal citizens comes into being. |

Proper - truly what is considered to be the genuine article.
So this means:- What everyone considers to be the real city - not the suburbs or the outlying areas. Sometimes, in old cities, it is enclosed by a wall. |
