why cani't I choose (a)?

You use ever to add force and emphasis to the prohibition.
"Do not EVER trade without consulting either me or one of the managers from the head office!", your boss might shout at you, after you have made an unwise trading decision that has cost the firm a lot of money.
Don't still trade... is much weaker and the word, still, is unnecessary.. |

The grammar is OK, but I doubt if a native English speaker would use still in that context. |
