Please help me with the following question:
Liu admits there are problems, such as not having enough recreational facilities on campus (five swimming pools and 400 computers) for its staff of more than 300,000 and issues with assembly line managers have been abusive toward staff if they miss deadlines or make mistakes.
In the above sentence, is there anything wrong with "issues with assembly line managers have been abusive toward staff if they miss deadlines or make mistakes"?
Can I change "with" into "that"?

I think it should be, "...and issues with assembly line managers who have been abusive toward staff if they miss deadlines or make mistakes." |
