Mckay�s wife, Laurene told us that while McKay is usually a peaceful person, he had been driven to this act of violence by getting wet just once too often.
Is the underlined phrase a fixed one?
I find in Longman Dictionary a phrase---only too often
Do they have the same meaning?

I'd say it's a fixed phrase. It means he got wet before, but the last time was "the last straw" (once too often). (There is a story about putting straw on a camel or a donkey's back. They can carry a lot of straw. But as you put one more and one more and one more, eventually the "last straw" is the one that breaks the animal's back.) |
