I wonder "England have been" should be "England has been."
England have been the only team to have any major success
internationally, winning the 1966 World Cup. Scotland have
never progressed . . .

| England has been... is the correct way to say this. England is the name of one team therefore it needs a singular verb to be grammatically correct. |
