Oh! You separated the words in the wrong way. Thornton was caught on tape. That means someone filmed what he was doing, maybe with a hidden camera, so they could see it on a screen. The thing that he was doing was stealing beer. Hard to say you are not guilty with that kind of proof! |

Yes, as Lorikeet said. He was "caught on tape". He was stealing beer.
To paraphrase:
"A high-ranking union official says Thornton was filmed as he was stealing beer."
