I have a problem with this question which is from a Chinese English teacher in China.

Question:-
it is not---to smoke in public places in beijing A allowed B permitted the answer is a or b

1) It is not ALLOWED to smoke in public places in Beijing.
2) It is not PERMITTED to smoke in public places in Beijing.

One must be the correct answer, or both are actually okay.

I am not too worried about ALLOWED and PERMITTED as a matter of fact. I am puzzled by another issue. I can't use grammar terms to describe it. Please advise on the lines I put down hereunder:-

a) People are not allowed to smoke in public places in Beijing.
b) Smoking in public places in Beijing is not allowed.
c) It is not permissible to smoke in public places in Beijing.

Between the original question and a, b & c, which one is better, or they are all correct. How can we explain the usages in grammar terms?

a., b., and c. are correct. 1. and 2. are not.
