Quesiont 1:if it is 1:30 pm now, can I say that " It is half past thirteen pm"

Question 2:If it is twelve o'clock now, can I say that " It is twelve."?

Question 3: If it is 1:29 now, can I say that " It is twenty nine past one" withiout "minutes" between the words "nine" and "past"?

1. No. That's not the normal way to say it.
If you are using the 24 hour clock, you would say, "Thirteen thirty".

2. " Twelve" is OK.
3. You can say, "Twenty-nine past one", but I would normally say "One twenty-nine". Or I would include "minutes". In fact if it were that close to the half-hour I would say, "Half past one".
