Dear teacher:
I read the sentence that "Eighty percent of being a chef is technique .The other 20 percent is natural ability". They confused me by different forms. Why one is number form, other is English form?

There's nothing wrong with writing it like that. It is the writer's choice.
He could have written, 80% and 20%. |
