The following is my question:
After several suggestions had been debated, a mouse of wide experience got up and said, �I have ______ a plan which will ensure our safety in the future, provided you approve and carry it out. It is that we should fasten a bell around the neck of the cat, which will, by its tinkling , warn us of his approach.�
(A) figured out (B) come into (C) occurred (D) thought up
The answer is (D), but how about (A)? Is there any difference between these two phrasal verbs in this sentence?
