I don't quite get what the underlined sentence means.
I looks like the complete subject is old world folk I would go...back to. But I don't know what to do with just as soon. Just as soon as what? Where is the main verb? If there is no I, then the sentence makes sens as the verb would be 'would.' So I assume that "I" is inserted mistakenly. But then "whom" should be "who," since it should be a subject relative pronoun. So my assumption can't be right. Could anyone explain the structure and meaning clearly? I would greatly appreciate it. Thanks a million in advance.

People from the old country who I wish would go back there and leave me alone to commit such mischief as I liked in America.
