Is "And make no mistake that" an intensifier?

Along the way, we have been reminded of the importance of being in the arena, of being in the fight. And make no mistake that during this period of fiscal crisis and economic uncertainty there is a fight for the future direction of America.

I don�t think it�s an intensifier. It�s more like a complex declarative or assertive sentence.

An imperative sentence is one that expresses a command or an entreaty. Do you see that sense in the sentence? If that is what it wants or means to convey, then it could be an imperative statement.
