Should an ending quotation mark below be moved to immediately after "unconstitutional" ?
�The president and I have concluded that classifications based on sexual orientation warrant heightened scrutiny and that, as applied to same-sex couples legally married under state law,� a crucial provision of the act is unconstitutional, Mr. Holder wrote. _________________ Hiromichi |

| The words in quotation marks are Holder's actual words. What follows after the quote is probably a summary of what he said. |
