Hello, everyone:

There is a question.
Every year since he __________, the county magistrate has insisted on starting the downtown expansion project, but the people are reluctant.

A.was being elected
B.was elected
C.has elected
D.has been being elected

The answer is B.
And I wonder why isn't C.

You need the passive voice. C, "has elected", is active.
