Should "after"below be "while" ?


While it is unclear how Congress would respond, Mr. Mueller
enjoys widespread bipartisan support, and Mr. Obama's request
is likely to get deference. The announcement comes after Vice
President Joseph R. Biden Jr. and Attorney General Eric H.
Holder have been conducting a high-level search for a
replacement.

You're right, it does sound awkward as it's written. The two common constructions that come to mind are:

The announcement comes after ... began conducting a high-level search...

The announcement comes as (or while) ... conduct a high-level search...

Basically they're trying to say that the announcement is being made now, and that the search has been already been ongoing for some time. Saying 'after' sounds a bit strange when there's no indication of how long the search has been, or that it's finished - you usually say after when a certain period of time has passed, or an event has finished.
