Hello,
I'd like to know how I should say 2001-2009.
I thought it would be two thousand one, then two thousand two, and so on, but recently I heard (2008) two thousand and eight. Is that the proper way? If so, does it work only up to 2009?

You will hear it any of these ways, and all are correct:
Two thousand one, two thousand two, ... two thousand eleven, ....
Two thousand and one, two thousand and two, ... two thousand and eleven, ....
Twenty-oh-one, twenty-oh-two, ... twenty-oh-nine, twenty ten, twenty eleven, ....
