Mr. Boehner earned raucous applause from his Republican conference despite days of resistance from some of his most conservative members THAT tied his legislative strategy in knots.
As in the above, THAT should not be omitted while it is below.

I don't understand your question. I don't think you can delete the "that" but you can replace it with "which".  |
