Dear teachers,
Could you tell me if there is any difference between "make out" and "figure out" when they mean understand? What about the following sentence?
Leaders of many countries have been trying to _____ what it is that makes China develop so fast.
A. carry out B. figure out C. watch out D. make out
I can't distinguish the two phraes in this sentence. Can you tell me which to choose and why?

Figure out = To reach an understanding of someone or something.
Make out = make progress, fare. This is an informal expression.
It can also mean to discern. I could barely make out the mountain through the haze
In North America it also has the meaning of "engage in sexual activity".  |
