Both are correct.
If you are talking to more than one person - It is you who are wrong.
If you are talking to one person - It is you who is wrong.
Most likely in either case you would actually say, "You are wrong!" |

The first one is correct, and there is a reason for it.
Who are wrong is a relative clause modifying you. The antecedent of who is you. Since the verb in a relative clause must agree with the antecedent of the relative pronoun in number and person, the correct verb to use is are. _________________ Mary W. Ng
