What does "put the issue behind his party mean? And does �back and forth" mean argument?

The House speaker, John A. Boehner, determined to put the issue behind his party, announced the decision over the phone to members on Thursday, and did not permit the usual back and forth that is common on such calls, enraging many of them.

"Back and forth" wouldn't have to be an argument; it could also be a discussion, but it means he didn't allow anyone to say anything.

If you "put the issue behind you" you resolve it, so it is in the past ("behind you") and no longer a problem.

In this case, the Republicans in the U.S. House of Representatives were holding up a two-month extension of a tax reduction, unemployment benefits, and some other things. However, they didn't really want to be responsible for making those things expire, so they changed their minds, and put the issue behind them.

(His party is the Republican party.)
