1. If it were not for the right appurtenances - white robe, sandals, a halo of virtue - the enlightened would not exist.?
2. Even though there are not the right appurtenances - white robe, sandals, a halo of virtue - the enlightened must exist.?
3. or something else ?
Please let me know.

It means that the stereotype of a saint is someone who wears a white robe, a halo of virtue and sandals.
