What does "in the most public of manners" mean

News of the deal surfaced at 12:50 p.m. Wednesday, when the Jets official Twitter feed announced that the team had acquired Tebow. At 1:03 p.m., reporters who regularly cover the team received a text message acknowledging that the Jets and the Broncos had agreed in principle to the deal.

And then it stalled, ostensibly because the Jets failed to fully understand the provision in Tebows contract that would cause them to owe so much money to the Broncos. Into the mix came the Jacksonville Jaguars, leaving the Jets to face the possibility that a high-profile trade would collapse in the most public of manners.
