2. What does "one" mean in the quate?
3. What does "the closer one' mean in the quate?
4. Is sentence A the same meaning as sentence B?
Sentence A and B are as follows.
A: "One is concerned with how ordinary reality alters the closer one gets to the event horizon."
B: "One is concerned with how ordinary reality alters the fact that the closer one gets to the event horizon."

A bit difficult to tell from the given context, but based on what you've quoted here, I would say "Yoga and the quantum model."

Here, "closer" does not modify "one," as you are thinking. The sentence is saying that in both situations (i.e., yoga and the quantum model), a person is concerned with how ordinary reality alters [to me, the passive voice - "is altered" - makes more sense, actually] the closer a person gets to the event horizon.
It's similar to the construction "the sooner, the better," and other "the...the..." examples.

No, these two sentences do not have the same meaning.
In sentence A, the thing that is altered is ordinary reality (again, I believe that this is a poorly written sentence, and should have used the passive voice here rather than "alters").
In sentence B, the thing that is altered is the fact of the person getting closer to the event horizon.
I think you are being tripped up because the sentence was not written "...how ordinary reality is altered...," and if you read it this way, it should make more sense.
