The following is another question:

Choose a correct sentence.
(A) A boy as he is, he is quite mature and brave.
(B) I paid him double usual price because he was one of my best employees.
(C) Peter took his children to the Central Park to have a picnic last weekend.
(D) For most people in Taiwan, the 1970s has been a decade of nearly zero growth in the living standard.

The answer is (D), but I think (C) is nothing wrong, and in (D) there is something wrong. Could someone help me with this question? Many thanks.

(C) is not correct, because "Central Park" doesn't need an article in front of it. ==> "Peter took his children to Central Park to have a picnic last weekend."

(D) is correct. Perhaps you were thinking "...the 1970s has been a decade..." is the error?

This is why they have indicated this sentence as correct: Although it is plural, it is singular in construction, since we are considering that decade (of years) as a single entity - the word "decade" (singular) gives you a clue that this is the case.
