Here,

by Moses = through Moses.

In other words, Moses is the agent used to deliver the law regarding this particular aspect of ritual cleansing and the offering associated with it. Moses delivered the law.

Other examples of this usage of "by":

The story was read by the teacher. (The teacher was the person who read the story.)

The cake was baked by Peter's Bakery. (Peter's Bakery was the shop used in the making of the cake.)
