A. which B. when

I want to choose A, since which can refer to a noun (in this case, January)

Am I right?

Unfortunately not!

If you want to use "which" you need to add the word "time" :

Richard is expected to return in January, by which time everything should be ready.

When is fine, although to my ear the version above sounds better. But that's just me.

I agree.

As far as "when" is concerned, "by" should be omitted. 'Richard is expected to return in January, when everything should be ready.'

So neither offered choice is really good.
