There are always ups and downs in our lifetime, but whether we can succeed or not is subject to us.
Is " be subject to" naturally used here?

No. Much more natural would be "is up to us" (meaning within our control, our choice.)
If you are subject to something, that something will be an outside influence, normally negative.
