The following is my question:

Finally, John raised the subject of divorce, although in reality, Julie could just as easily been the one to do it.

There seems to be something missing. Can I put it this way,

"Finally, John raised the subject of divorce, although in reality, Julie could have just as easily been the one to do it."?

You are correct: the sentence does need the word "have".

You could also put it after "easily", although your version is fine.
