Section 8.93. of U.S. Government Printing Office Style Manual 2008

says as follows:
8.93. To enclose an explanatory word not part of a written or printed
statement.
the Winchester (VA) Star; but the Star of Winchester, VA
Portland (OR) Chamber of Commerce; but Athens, GA, schools
I don't understand the meaning but above.

I would say it means�not this (the first one) but that the second one, though the example "Portland (OR) Chamber of Commerce; but Athens, GA, schools" makes no sense at all. [/b] _________________ TAO |

The "but" is to show that the second part is following a different rule to the first part. Both parts are intended to be correct examples.
The idea seems to be that the state abbreviations go in parentheses when they are providing extra information to explain which city you mean, and not when they are a more natural part of the sentence.
But the difference is very hard to tell, especially in the second one, as Tao says.
